Man considers filing class action against Florida Turnpike Enterprise for illegal detainment

According to an article on Tampa's 10 News website, Joel Chandler claims that employees of the Florida Turnpike Enterprise (FTE) implemented a policy requiring that anyone paying with a $20, $50 or $100 bill be detained while the employees gather information about the customer.  Employees repeatedly detained the man, so he began surreptitiously video-recording the incidents.  When he emailed the Florida Department of Transportation, he received responses indicating that no such policy existed.  Later, the General Counsel of the Department of Transportation saying "essentially the department didn't know what he was talking about and they don't have sufficient information to investigate."  However, "earlier that same day, there were a flurry of e-mails going back and forth in the department saying shut the program down, temporarily suspend it and who should call Chandler and what should they say."  Chandler believes that employees may have implemented a policy as a form of racial-profiling.
